Youth Advisory Council
Vision: To become an outlet for young leaders to create positive change in their community by creating community engagement and service opportunities.
Mission: To encourage area youth to take an active role in their community through leadership, education, communication, and service.
Purpose: The Borger Youth Advisory Council, or BYAC, will serve as a voice for all the youth in the community and as a resource for the City of Borger. The Borger Youth Advisory Council will empower youth from various backgrounds to become active members in the community by providing leadership and service opportunities to further the progress of and have an everlasting effect on the community and local government.
Goals: The Borger Youth Advisory Council will enhance participants leadership skills, abilities, and contributions to the City of Borger by focusing on 5 key areas.

Please note: The goal is to develop a group of youth leaders who are committed to learning about local government and the roles they can have in it, making a difference in our community and the lives of future youth, recognizing your voice, and using it for good, and representing other youth in The City of Borger. There is A LOT of time, effort, and commitment involved. Below are the initial requirements for the Borger Youth Advisory Council. There may also be additions to this list.
- Two formal meetings of the council per month
- 1-2 work sessions per month
- 1 hour meeting per month, with council/staff
- Active participation in developing, organizing, and administering a youth event
- Active participation in developing, organizing, and administering a community event
- Active participation in meetings/trainings
- Active participation in fundraising to help towards the cost of events and the Youth Summit
Start up, June 2023: Since the BYAC will begin in June, the following will be required for all BYAC members:
- BYAC will hold meetings every Tuesday
- BYAC is already committed to the following events and all members will be required to work, participate, or both.
a) Freedom on Main (July 1st)
b) Boomtober Fest (October 13th- 15th)
Levels of Certification: The Three levels of Certification for the BYAC members are:
- Certified YAC member *100 CEUs
- BYAC Award of Excellence *125 CEUs
- BYAC Leadership Award *75 CEUs + approved project completion
*To be eligible to attend the Texas Municipal League’s Annual Youth Advisory Commission Summit, students must meet at least on of the criteria above and attend 2 mandatory events by the BYAC.
Community Education Unit Requirements:
- Open Meetings Act Training (1 CEUs)
- History of Borger (1.5 CEUs)
- What is local Government (1 CEUs)
- Public Information Act (1 CEUs)
- Orientation (1 CEUs)
- Special Meetings/Work Sessions (Each meeting is 4 CEU’s, with two meetings a month)
- Special Events (10 CEUs)
- Projects (25 CEUs) *projects should benefit both student and the community, as well as The City of Borger. Examples: Creating marketing materials, event organization, research, creating public education materials, etc....
- City Tour (8 CEUs)
- Job Shadowing (8 CEUs)

- Community Volunteer Events (4 CEUs)
- Council/Staff Individual Meeting(s) (4 CEUs)
- Special Events (10 CEUs)
